After an ugly dismissal from the Atlanta Police at the hand of his ex-wife's powerful father, Moses Palmer lands in nearby Chattanooga, Tennessee, relieved to start anew in the major crimes division of the city's police department. His partner, Maddie, draws stares from everyone on the force, but Moses isn't going there again. She is also a great cop that Moses appreciates more for her disdain of nonsense, than her comely figure. However, this beautiful city has its share of surprises for Moses. Ironically, its winding river is a daily reminder of a traumatic past, the death of his brother, Joshua, eyes piercing young Moses Palmer, as Josh lay inches from his brother's outstretched fingers in the cold depths of Duck's Hole. For another, his gung ho and glory-hungry boss sees him as a threat though nothing could be farther from the chisel-cut and sorrowful detective's mind as he seeks only to be left alone with his landlady's bouncing dachshund.
